  吉宝置业(Keppel Land)昨天为湖畔雅居(Lakefront Residences)举行“预展”时,以每平方英尺1200元的平均售价推出,到傍晚8时为止,629个单位中已有大约250个单位被预订了。

  吉宝置业是在今年5月,以3亿零298万元(容积率每平方英尺499元)成功标得这幅文礼大道/湖岸道共管公寓地段。该地段非常靠近湖畔地铁站,属于99年地契,共可建629个包括一至四个卧房和顶层豪宅(penthouse)公寓单位,预料于2013年底竣工。

  根据市区重建局在2008年发布的裕廊湖区蓝图,占地360公顷的裕廊湖区(Jurong Lake District),将发展成为集商业、休闲和住宅功能于一体的综合性湖区。将在2014年完工的裕廊综合医院也将能为居民服务。图为湖畔雅居的构想图。

SINGAPORE : It could be third time lucky for Pine Grove estate along Ulu Pandan Road.

MediaCorp understands that the condominium’s third attempt at an en bloc sale received the necessary 80 per cent majority approval last Saturday.

According to residents, the reserve price is set at S$1.7 billion, setting the stage for Pine Grove to become Singapore’s largest residential collective sale, beating the 2007 record for Farrer Court.

“It’s a good time to sell because the estate is getting old, and it will be expensive to upgrade the old lifts, sewerage pipes and wiring in future,” said a resident, who declined to be named.

The next stage of the en bloc attempt is the preparation of tender documents, but the votes have to be first audited by the appointed law firm Lee & Lee.

There is also a “cooling off” period where residents who had signed can withdraw their consent to sell within a week.

MediaCorp understands that Jones Lang LaSalle, which is the marketing agent, is unlikely to launch a sale this year, and will likely wait for more favourable market conditions.

“Since 2008, most en bloc sales have been less than S$100 million,” said Nicholas Mak, Executive Director of Research and Consultancy, SLP International. “This shows that developers are now more cautious and the risk appetite is not so high.”

Analysts believe that potential buyers are likely to take a consortium or joint—venture route so as to spread the risk.

A collective sale also faces challenges from a successful Government Land Sales programme.

“Developers sometimes prefer the straight forward government sale of sites,” said Donald Han, vice chairman, Cushman & Wakefield, Singapore. “The collective sale process on the other hand can become protracted.”

Signatures for the sale have been collected from Pine Grove owners over various sessions since 15 November 2009.

The reserve price of S$1.7 billion could work out to between S$2.1 million and S$2.75 million per unit, depending on the size of the apartment and the development charge.

There are 660 units at the former HUDC estate, which covers over 893,000 square feet of land area.

The current record for an en bloc sale is held by Farrer Court, located along Farrer Road, also a former HUDC estate. It was sold in 2007 for S$1.34 billion, and had a development charge of about S$500 million.

Observers said Pine Grove could attract a similar development charge.

SINGAPORE: The Council for Estate Agencies (CEA) released new rules on Friday that will set standards and regulate the conduct of estate agency work.

From 15 November, salespersons cannot represent both buyers and sellers in a property transaction under the Estate Agents (Estate Agency Work) Regulations.

It will also prohibit estate agents and salespersons from handling cash in certain transactions or referring their clients to any moneylender.

Other provisions will kick in on 1 January.

They include prescribed estate agency agreements that estate agents will use with their clients for the sale, purchase or lease of residential property in Singapore.

Individuals who undertake estate agency work will also be required to take part in continuing professional development programmes for a minimum of 6 hours per year from 2011.

From March next year, the regulations will require salespersons to display their estate agent’s card, when doing estate agency work. This is to allow the industry sufficient time to comply with the estate agent’s card requirement.

Separately, the Estate Agents (Licensing and Registration) Regulations and the Estate Agents (Fees) Regulations will take effect on 1 November.

Application for estate agent’s license and salesperson’s registration will start from that date and those who successfully register with CEA will have their names published on its website from 1 January.

Those who do not meet the licensing or registration criteria will not be granted a license or registration. This includes those with criminal records, especially for fraud and dishonesty.

Also from January next year, it will be an offence for sales persons who are not registered with CEA to handle estate agency work.

They must also have written agreements with estate agents before they can practise.

The Housing and Development Board said, however, that the number of resale transactions fell by about 10 per cent to some 8,200 cases from the second quarter. 

This, it said, was largely due to the 25 per cent drop in monthly resale volume from August to September. 

HDB said the median Cash-Over-Valuation amount among all resale transactions remained at 30 thousand dollars in the three months to September. 

And the proportion of resale cases transacting above valuation also remained at 96 per cent. 

HDB said as most of the transactions for the third quarter were submitted before the announcement of the property measures on 30th August, the impact of the measures is not fully reflected in the data. 

It said it will continue to monitor the prices and volume of resale transactions, and update the figures again at the end of the 4th Quarter 

Separately, HDB said it will continue to ramp up its new flat supply significantly to meet the demand from first-time households. 

1,320 flats under the Build-to-Order or BTO Scheme in Bukit Panjang and Sengkang will be launched on 26th October. 

HDB will also launch about 2,200 flats in Yishun and Punggol in November/December. 

This will bring the total BTO flat supply for 2010 to about 16,100, compared to the 9,000 BTO flats in 2009. 

Together with the August 2010 Sale of Balance Flats, the total new flat supply for 2010 will reach 17,700. 

HDB will also release more land for the development of Design, Build and Sell Scheme flats and Executive Condominiums units to provide choices for higher-income households.

SINGAPORE: The new statutory board set up to regulate real estate agents, the Council for Estate Agencies (CEA), came into effect on Friday.

It replaces the Inland Revenue Authority of Singapore (IRAS) as the issuer of licenses.

Real estate agencies have until midnight on Friday to submit a list of their agents.

According to estimates, there are about 30,000 agents in Singapore. However, as of 5pm on Friday, only some 6,600 applications were received.

Some agents have told the Council that they were not informed of the deadline.

The Consumer Association of Singapore (CASE) though, says that enough notice was given.

If the applications don’t go through in time, even practising agents with the necessary qualifications will have to take the new CEA examination.

Apart from issuing licenses, the CEA has also been set up to regulate the industry better.

受到裕廊东13街部分路段并入一条新路并改名为Jurong Gateway Road(尚未有中文名称),裕廊东镇中心一些建筑物自8月1日起相应更改地址。

配合裕廊商业区(Jurong Gateway)发展,裕廊东地铁站周围目前正在辟建新的公路网,扩建多条主要道路,以应付日益增加的交通需求。

原本从裕廊大会堂路(Jurong Town Hall Road)延伸到裕廊东12街的裕廊东13街,因此被切断,介于裕廊东中路和裕廊东12街的路段从两条双向车道加宽为三条双向车道,并延伸至文礼大道、裕廊东21街和卓源路(Toh Guan Road),形成贯穿新商业区的Jurong Gateway Road。

陆路交通管理局也建造两条新路Gateway Link和 Venture Avenue,以使Jurong Gateway Road衔接裕廊大会堂路及裕廊东11街。

  (联合早报网讯)香港文汇网报道,上榜的这些城市,一度风光无限好,而随着时光的流逝,因为种种原因,他们不再那么受关注,不再那么受重视,有些衰落原因可以避免,有些衰落与时代息息相关……差古明今,一起来怀念他们曾经的辉煌,思考如今的衰落,以期为更好地发展无锡选择道路。

  1西安:衰落指数10

  西安可能是中国最失落的城市了,曾经的汉唐故都,在中国历史上做了八百多年的老大,虽然在宋代以后就已经衰落,但直至民国西安仍然是西北的霸主,建国初西安也是中国十大城市之一。然而现在西安不仅GDP总量在全国40名开外,人均GDP和人均收入水平也被后起的乌鲁木齐超过,同时在西部地区西安也与重庆、成都的差距越拉越大。2008年上半年西安的生产总值936.56亿元仅为重庆的三分之一强。

  2南京:衰落指数9.8

  南京之所以称为南京,是因为它能够与北京相呼应,明代南北二京是中国最繁华的城市,民国时期南京又作了中国的首都。可是自那场东洋人的大屠杀后,南京就久久难以恢复元气了,导致了今天南京的尴尬局面。南京的GDP总量逐步被省内的苏州、无锡超过,与北京也难以形成呼应了,北京的GDP几乎是南京的三倍。人均收入,固定投资,增长速度等发展指标甚至不如常州,扬州等小城,作为省内老大的地位岌岌可危。

  3哈尔滨:衰落指数9.6

  哈尔滨虽然兴起于20世纪初,但发展十分迅速,在民国初年哈尔滨就成了中国的超级都会城市。哈尔滨全城遍布俄式建筑,号称"东方莫斯科",当时的哈尔滨洋气十足,其时髦程度可与上海、天津并肩。建国后哈尔滨也成为了中国十大城市之一。然而随着东北地区整体的大衰落,哈尔滨也悄然黯淡了,今天很多人在谈论中国十大城市时根本都不会想起哈尔滨。

  4呼和浩特:衰落指数9.4

  内蒙古不算经济大省,经济的竞争也不算激烈,呼和浩特的省会地位坐的本来很舒服,不料半路杀出一个包头,靠着内蒙古另人咋舌的经济增长速度,一跃成为省内的第一大城市,不仅如此,靠着全民努力,包头还赢得了“全国文明城市”的头衔,一时风光无两。呼和浩特现在也只好安于“中国乳都”的尴尬称号,可算是最令人感慨惋惜的省会了。

  5武汉:衰落指数9.2

  武汉自清末洋务运动以来就是中国最大的几个工商业城市之一。民国时期的武汉九省通衢、商贸发达,号称"东方芝加哥"。建国后武汉也是中国十大城市之一,其经济水平长期位居中国前10。可是自上世纪90年代以来,武汉的经济节节败退,它没有像天津那样衰而不退。武汉现在虽然还是中国前二十大城市,但那也仅仅归功于它的规模,武汉的GDP总量已经10名开外,人均收入水平在中国几个大城市里是相当低的。

  6南昌衰落指数9.0

  红色的城市,同样也是落后的城市,扶贫铁路—-京九线上的大站,南昌市长常说的一句话就是:“南昌,三年后赶上长沙”,可见南昌人的口气。南昌生产飞机、汽车、发动机,但是缺少核心竞争力。三产省会城市中最弱,甚至不如银川,看来南昌也要经济起义了。

  7石家庄:衰落指数8.8

  一个别人剩下的省会的称号,最后落在了石家庄身上。河北的省会三异其主,从保定到天津,最后石家庄靠着火车的最后一点优势捡到了河北省会的头衔。可惜即使做到省会,石家庄从来也就不是河北的焦点,唐山靠着京津和环渤海的优越地理位置组成了环渤海的铁三角,加上新发现的大油田,发展前途不可限量。反观石家庄,仍然是亦步亦趋的自我发展着,可谓是最受冷落的省会了。

  8福州:衰落指数8.6

  同样是沿海的发达省份,福建省会福州的上榜更多的是历史原因。作为传统港口城市的泉州因为工商业的历史沿袭牢牢占据省内的第一经济大市,虽然经济总量勉强超过厦门,但是与厦门极高的竞争力和蜚声海内外的声誉相比,福州在各大经济发展排名却无一例外的落后于厦门。甚至与其邻省的南昌都已赶了上来,可算是最受忽视的省会了。

  9济南:衰落指数8.4

  想当年,济南坐拥省内经济老大,华东军区总部和着名的历史名城,可谓是好不风光。可惜一颗经济新星的升起彻底打破了济南的大城旧梦,青岛靠着沿海的港口优势,趁着改革开放的经济东风,和风景有如欧洲的美妙城市,一举将山东的经济,旅游老大抓在手里,并且趁着奥运东风,大有将山东行政中心的地位转移的趋势。

  10长春:衰落指数8.2

  长春曾经是满洲国的都城,建国后中央政府将中国最早的汽车工业落户长春,长春与渖阳、鞍山、大庆共同成为了共和国的骄子。改革开放前长春一路都是春风得意,但自上世纪80年代以后,长春的汽车工业大幅度滑坡,后起的上海、天津、广州等城市利用外资纷纷将长春超越,长春这个中国的"汽车城"现在已是空有虚名了。长春在东北的地位也出现下滑,大连、渖阳、哈尔滨均超过了长春。
